Hello, I filled a form in order to apply to an internship.
After everything done and saved the application did not move to the "Latest Application Details".
And whenever I press “Resume Application” it goes back to “Personal Information & Documents”. Is this normal or ?

I would clear cache + cookies and also try a different browser.
Additionally, I would reach out to HR directly to see if the application is in the system (nice “excuse” to get your name out there as well).
You have to reach out to HR, I don't think we can help in here. Only they can confirm whether they received your application or not.
