It's been more than 3 weeks since my BCG SEA Final round. The HR has ghosted me, I send follow up email every week. I did not receive any reply from them.
What can I do in such situation? Is it a common practice for the recruitment team at BCG to be unprofessional?

This does happen once in a while. It doesn't reflect on your situation however, and you shouldn't get discouraged by it.
Most likely something happened at their end - somebody's on sick leave, or vacation, or there's been some issue and the interviewer's did not manage to get a call to discuss your feedback.
But be certain - they will answer. If you've followed up already, all you can do is wait (though I know that's unnerving).
If it makes you feel better (and it certainly helps), try to invest your energy into other applications.

It is indeed quite frustrating, and should not be happening so you have every right to be confused about the situation. My hypothesis is that one or several interviewers are on summer holidays and the HR might be waiting for them to get back to get an answer. This hopefully doesn't last too long, as 3 weeks is already quite longer than the norm (but by no means gives an indication about a negative answer)
Sorry to hear this, it's frustrating.
As Cristian mentioned, this does happen from time to time, but you will hear back.
Best thing to do is wait it out and focus on your other opportunities.
