As a general indication, both MBBs and Tier 2 firms require 12-18 months. However, the only reliable answer is the one provided by the relevant recruiting team.
I would therefore recommend asking HR directly for your specific situation.

The ban is generally 12–18 months and is applicable to all positions. In order to improve your odds the next time around make sure to do the following:
1) Gain relevant work experience + certifications
2) Improve your resume itself (better layout, optimized wording, etc.)
3) Network extensively (ideally with a referral)
Tier 2 varies by firm. Ask HR to confirm the exact period and start date.

The reapplication period varies by firm, office and sometimes by role, so I wouldn’t assume that Middle East MBB or Tier 2 firms all follow the same ban period. I’d count from the date of your rejection or final interview, depending on the firm’s policy, but if you’re unsure, asking HR is definitely the safest option.
You can also ask HR very simply whether you are currently eligible to reapply, without framing it as a concern about the previous application.

Typically, the 'freeze' is 1y in most geographies.
But it's not set in stone. From my experience, it's more of a 'soft' timeline, and it's something you can discuss with the recruiter if you would want to apply earlier. Ideally you would explain / demonstrate how you accumulated additional experience in the meantime to motivate interviewing you earlier.
