I recently did the online (Casey) assesment of BCG, however due to some technical problems I couldnt finish it and at the end got rejected. I have solved them already. However I would like to know if there is a way in which I could reapply before 1 year? Maybe writing to HR and explaining the situation? Or maybe registering with a different e-mail and send the application again?
What are your thoughts on this?

I'm sorry to hear about your situation. Unfortunately, rules are rules, so you will probably have to wait the 1 year. However, there is no harm in emailing HR to explain your situation and see if they will allow you to reapply sooner than that, if you want to. Definitely do not re-send the application from a different email, the recruiters will definitely catch on.
In the meantime, I would recommend proceeding by applying to other firms and seeing where that process takes you.

If the problem was “external” (not due to you but to the software) you can reach out to HR. However it is unlikely they will allow you to redo the test.
I know some candidates that tried to use different emails when they reapplied and got detected anyway. As Ian said, I would not recommend it.
If you want to apply to the same office, the safe strategy is to wait for the end of the ban period and then apply again. In the meantime, you can target a job in another consulting firm to strengthen your profile.

Please do not register with a different e-mail and send the application. This isn't how the world works and it's a fantastic way to get blacklisted (permanently banned).
Sure, reach out to HR if that will make you feel better, but it won't do anything unfortunately.
Apply to other firms and do other things in the meantime - this isn't the end of the world…I promise!
Definitely a good idea to write and speak to the HR and discuss your situation with them. Be specific on the technical issues you faced.
Definitely NOT a good idea to try and trick the system in any way. Trust is one of the most important parameters in a consulting firm.
