What is your approach in solving the following case?

A government entity has hired you to do a study on strategic economic development in a particular region of the country. What should the objectives be of this study and how would you structure the study?

Hi, 

I believe the question is vague. Further clarification is required what "Strategic economic development" is refering to? And what does the goverment hopes in terms of outcome?

The study could be done to understand multiple things suchs as market growth, competitive landscape assesment, new opportunities etc. 

Once the objective is clarified, structuring would be based on that.

Well the question is intentionally meant to be vague since it is a brainstorming exercise. No need to clarify objective as that is part of the question in itself. I just wanted to see what other people's responses are and what ideas they can come up with.
