How is the assessment criteria for those who want to come from a non-business background (particularly Ph.D.) and do not have consulting work experience but academia?

with us, the assessment criteria are the same. Wether you made valuable experiences in your PHD career, which often also cover first hand leadership experience, or in internships, it's all about the required skills, motivation and personal fit to consulting.
