Is there a strategy to what percentages once should allocate to each of their preferred offices?
I have referrals for each firm for a specific office -- should I go further by allocating 100 points to that office?

% allocation is formal rather than a working tool so don't pay too much attention to that. For the biggest % pls select the office where you want to work and have all the requirements (work permit, language, etc). Also, don't select the highly competitive offices (e.g. NY) to maximize your chances

I don't think this a good way of thinking about it. What are your real motivations for picking an office?
I don't think trying to 'game the system' and find the 'easiest office to join' will be a viable strategy.
Instead, put some time into chatting with your friends at these offices and unpicking what they like about it (or don't). Do you have friends / family in a given area? What's your real motivation for office preference?
I already have a top choice for each firm based on the ideas that you listed ... and I know which ones I would want to work at ... in what order... but what I'm curious about is whether there is some sort of strategy (i.e. should I give my top choice 100% and the others 0% because the other two aren't typically considered; is giving 60% to ones top choice not enough to be considered for any of the offices; etc)
