If you are looking specifically at London/UK market, Accenture, McK, Deloitte, PwC are strongest.
Smaller firms PA Consulting , BJSS & Baringa are good too.

MBB and the Big 4 all generally have public sector practice - all of these would be good ones to target.
Moving from there, I highly recommend you use online rankings AND network to figure out which companies are the best fit for you!
Hi there. If MBB is your target then McKinsey is the strongest for public sector consulting among the 3. The biggest NGOs and most governments (especially in the US) are all McKinsey's clients. As a matter of fact, when COVID19 broke out in New York, McKinsey was the firm got hired to help.

McK and BCG are generally known best for public-sector cases. More so in the Middle-East - but in-general globally. But keep in mind that when you enter at the entry level - there is really no guarantee that you will get to do public sector projects. You have very little control over your project choices in the initial periods.

The big consulting firms (e.g., MBB) actually do quite a lot of public sector work (depending on geography).
Aside from this, you should also look into developing agencies / consulting firms.
